In order to really solve this issue you need to find out how and where air moves through buildings. You cant just throw insulation here and there! How do you seal up those leaky places? I set up my blower door and create a "vacuum" in your house. By measuring air flows through various areas of the building and looking at this air movement with an infrared camera, one can find out what areas of the building need to be air sealed. If air sealing a building shell doesnt completely solve the comfort issue, then measuring air flow through ductwork or measuring temperatures at radiators can help to determine why certain rooms perform the way they do. Rarely is it the case that windows, where the drafts are felt, need to be replaced.
